The university's Centre For Public Health said there were 928 new cases compared with 814 the previous year.
Its 10th annual report added that 4,195 individuals in the region are receiving care and treatment for the condition.
The data showed a 190% rise in five years on Merseyside but Gtr Manchester has the highest level of cases.
'Health gamble'
"Remarkable progress has been made with HIV treatments, but people in the North West are still dying every year from AIDS and those having unprotected sex are continuing to needlessly gamble with their health," said Prof Mark Bellis, the centre's director.
Greater Manchester has the largest total number of cases - 2,467 individuals - 59% of the total number in the North West.
There are 626 people in Lancashire with the condition and 508 in Merseyside.
Other figures show a rise in new cases due to heterosexual transmission, up by 470 in 2005 compared to 383 in 2004.
Tourist cases
The report said: "Numbers exposed through sex between men continue to increase, with 373 new cases - a 4% increase on the number in 2004 (359).
"It is however much less than the 20% increase seen in 2004."
Almost two thirds of new heterosexual cases were infected while overseas including businessmen and tourists travelling from the UK.
The regional increase also sees a 23% rise in the number of women with HIV.
