Mark James, 47, was sentenced to more than three years in jail when he failed to appear in court in August.
Det Insp Mike Sunman said: "As long as James is at large, the victim will not be able to have the closure he so desperately wants."
James, from Park Road in Burgess Hill, has been missing for almost a month.
He is thought to have been the first gay man to be convicted for recklessly passing on the virus.
James, a businessman, did not tell his 38-year-old partner he had been diagnosed with the HIV virus.
He continued having unprotected sex even though he had been told in April 2004 that he had the virus.
The crime came to the attention of the police when they were investigating allegations of domestic violence made by James' partner.
Mr Sunman, of the Metropolitan Police, said James had shown "total disregard" for the authority of Isleworth Crown Court.
"The victim has shown great courage and strength in supporting a police prosecution while being treated for the virus."
He said the Metropolitan Police were committed to ensuring that James was tracked down and put before the court so he could be held responsible for his actions.
