Speaking on World Aids Day, which is focussing on females this year, Deputy Health Minister Rhona Brankin said the condition was a concern for everyone.
She added: "Women and children are often the victims of the terrible and increasing toll which this virus wreaks across the world.
"What we must guard against in Scotland is complacency."
Ms Brankin said Aids was a concern "for us all" and it was essential that everyone played their part to overcome "the terrible disease".
The executive provides ú8.1m to Scottish NHS boards to help prevent the spread of all blood-borne viruses, including HIV and Hepatitis C.
It also provides about ú500,000 each year to voluntary organisations to raise awareness of the problem.
