A House-Senate conference bill adopted the House language championed by Speaker Nancy Pelosi (D-San Francisco), which limits the city's loss to $2.3 million for the fiscal year that began on October 1.
The funding formulas for the Ryan White CARE Act were changed in the 2006 reauthorization to better reflect where the HIV epidemic is moving, particularly within communities of color and in the South.
Inadequate increases in funding meant that 11 jurisdictions would see actual declines in federal dollars. San Francisco would bear the brunt of that as the funding pie was sliced into more pieces.
Pelosi commended the conferees for adopting language in the appropriations bill "that reduces these cuts to manageable levels that cities can reasonably absorb in one fiscal year." She noted that AIDS continues to be the city's second leading cause of premature death and nearly 23,000 San Franciscans are currently living with HIV/AIDS - more than at any point in the history of the epidemic.
