"Crime and corruption are big enemies," Armando Guebuza said. "Therefore, the struggle against these will constitute one of the central points in our agenda."
Guebuza also said his government would also focus on controlling diseases like malaria, AIDS , cholera and tuberculosis.
"This struggle should not be carried out only by the health authorities. The government and the people as a whole have an important role to play," he said.
He identified "the struggle against poverty" as another priority, saying his government would focus on developing local business.
Guebuza spoke to an audience gathered outside the Maputo Municipal Council that included presidents Thabo Mbeki of South Africa, Bingu Wa Mutharika of Malawi and Robert Mugabe of Zimbabwe.
Afonso Dhlakama, head of the opposition Renamo party, boycotted the ceremony. Renamo has charged that the Dec. 1-2 presidential and parliamentary elections were rigged in favor of Guebuza and his Frelimo party. International observers have said the voting was largely free and fair.
Guebuza was the hand-picked candidate of former President Joaquim Chissano, who was constitutionally barred from another term. Chissano had led the country since the death of independence hero Samora Machel in 1986 and won Mozambique's first two democratic presidential elections, in 1994 and 1999.
Guebuza held several top portfolios under Chissano, including minister of the interior, minister of transport and communications, minister in the presidency for economic affairs and leader of Frelimo in parliament.
