The number of Chinese infected with HIV may be as high as 300,000 and is increasing rapidly, the newspaper said.
Officially, China's Health Ministry had confirmed only 11,170 carriers of HIV nationwide as of September, a 4.6 percent increase from the number of confirmed cases as of June, the report said.
Of that number, 338 had developed AIDS and 184 had died, it said. But official statistics are widely believed to vastly understate the extent of the problem in China.
The government plans to announce a new program designed to stem the rise in cases of AIDS and other sexually transmitted diseases, the report said. It hopes to keep the number of people found to be HIV positive to less than 1.5 million by 2010.
