He also wants the 11-member panel to examine housing, care and other needs of those who have acquired immune deficiency syndrome or the HIV virus.
Their recommendations will be directed to the 1993 legislative session.
"We have no choice but to cast aside our ignorance, prejudice and unfounded fears and make the kind of informed decisions that will inhibit the further spread of this virus," Chiles said.
Former Rep. Lois Frankel of West Palm Beach, who lost a bid for Congress earlier this month, was appointed chairwoman.
The group's first meeting is Dec. 8 in Tallahassee.
Others named to the panel were Allen Terl of Fort Lauderdale; Pedro Zamora, Barbara Russell and Catherine Lynch, all of Miami; Michele Fitzhugh of Jacksonville; Marie-Jose Francois of Apopka; Mary Labyak of Largo; Frances McGuire of Orlando; Robert Nelson of Tampa; and Barbara Rienzo of Gainesville.
The panel plans other meetings for Dec. 9 in Jacksonville, Dec. 15 in Tampa and Dec. 16 in Fort Lauderdale.
