The proposal, tentatively approved last month by the State Board of Health, drew heated criticism from homosexual organizations and civil rights groups.
It was that opposition, voiced at a public hearing Monday, that moved Mr. Bernstein to drop his proposal.
Male homosexuals, abusers of injectable drugs and hemophiliacs are most at risk of contracting AIDS.
Mr. Bernstein, who had proposed the rule as a "last resort" to isolate patients who refused to curtail activity that could spread AIDS, said at a news conference, "I am convinced that we can and will find a more acceptable method for handling this rare problem."
