LOUISIANA: Money for AIDS Care May Again Be Delayed

Efforts to improve the distribution of Ryan White funds through the city's Office of Health Policy hit a snag last week after errors in a public notice forced OHP to delay the start of the 2009 grant rounds.

On Oct. 30, City Council member Arnie Fielkow blasted OHP Director Fran Lawless for a six-month delay in distributing the 2008 Ryan White allocation. Lawless testified that city AIDS service providers went from March to October without assistance because OHP waited until it had the federal funds in hand before starting the application process. Several providers said they cannot continue to operate if they face such delays every year in their main source of funding.

Given that the federal formula guarantees New Orleans at least several million dollars annually, Fielkow urged OHP to begin the application process earlier. Lawless' office has seven staff members dedicated specifically to distributing Ryan White funds.

It appeared OHP was on its way to improving its efficiency when it sent electronic documents to providers in November and placed public notices for the 2009 applications in the Times- Picayune this month. However, the notices included erroneous and inconsistent information about application deadlines.

Carlos Butler, OHP's office manager, acknowledged Monday the request for proposals had been cancelled due to "differences in dates." New notices appearing in the newspaper Tuesday, today, and Thursday set a new application deadline of Jan. 9.

However, the glitches remain problematic for some. "It sounds like they're close to repeating some of the timelines they had last year, and that makes me a little nervous," said Doug Morgan, who administers the Ryan White funds for the federal Health Resources and Services Administration.
