UNITED STATES: Bush Signs 3 Health Care-Related Bills into Law

Among other actions Tuesday, President Bush signed the reauthorization of the Ryan White CARE Act. The version of the act in effect since 2000 distributed federal AIDS funds based on counts of patients who had progressed to AIDS. The new act also counts those with HIV, a formula that favors rural and Southern areas where the epidemic is newer. The reauthorization had stalled as some lawmakers from urban areas feared losing money under the five-year renewal initially proposed, but they dropped their opposition to support a three-year reauthorization: This version allows for the earlier review of funding formulas and eliminates large cuts initially planned for the last years of the five-year plan. The compromise was passed and sent to the president just before the 109th Congress adjourned.
