RUSSIA: World Bank to Provide $150 Million to Combat TB, AIDS in Russia

Today in Moscow at a joint news conference organized by Russia's Justice and Health ministries, Deputy Health Minister Ruslan Khalfin said the World Bank will provide the nation with a $150 million loan to fight TB and AIDS. The money will fund a five-year project that has actually been underway since Dec. 11, Khalfin said. According to Alexander Kononets, chief of the Russian penal system's medical department, $38 million will be allocated to the correctional system, which holds almost one-third of Russia's active TB cases. The number of incarcerated persons with TB has fallen from 98,500 in 2000 to 74,000 in 2003, he said. Justice Ministry figures show that of 800,000 people imprisoned in Russia, 36,000 are HIV-infected. Of these, 95 percent are drug users. Negotiations continue on a loan to Russia from the Global Fund to Fight AIDS, TB and Malaria.
