In Kentucky, the state Task Force of HIV-AIDS Prevention, Services, and Financing has proposed a plan to report the names of individuals who test positive for HIV, but the American Civil Liberties Union (ACLU) is against the idea. The proposal for a name-based HIV reporting system, already used in 32 states, would be an invasion of privacy, according to the ACLU. It may also deter testing and cause people to fear receiving treatment if they wish to keep their HIV status private. According to the Centers for Disease Control and Prevention, name-based reporting is the most reliable reporting method. Currently, Kentucky uses a unique identifier system to report HIV cases, but that method is considered less accurate by many HIV surveillance coordinators.
