In Massachusetts, activists fighting HIV and hepatitis C are considering asking a judge to declare a public health crisis, so that needle exchange programs can be legalized statewide. Officials have not taken full advantage a six-year-old pilot program that allows 10 communities in the state to begin exchange programs, the activists note.
