District of Columbia Mayor Anthony A. Williams announced Friday that the city will use a unique identifier system to report HIV infections rather than names. AIDS is the leading cause of death among District residents between the age of 25 and 44. There were 186 cases of AIDS per 100,000 residents in 1998. While the Centers for Disease Control and Prevention supports names reporting of HIV infection, Williams explained that he chose the unique identifier system "to assure confidentiality and not discourage anyone from seeking testing."
