AIDS Council Criticizes Clinton's Follow-Through

President Clinton's follow-up to his call for the development of an AIDS vaccine by the year 2007 has been criticized by his AIDS advisory council, which contends that little progress has been made in the 19 months following the announcement. Members noted that a director of the vaccine center at the National Institutes of Health has not yet been appointed. In response, Clinton expressed his confidence in Sandra Thurman, the director of the Office of National AIDS Policy, and said that a director of the NIH vaccine center will soon be appointed. However, the president warned that "this budget year [fiscal 2000] will be more difficult [for AIDS funding] than the last one because we got such big increases in everything last time and because of the global economy slowing down." Council chairman R. Scott Hitt told Clinton that 300,000 people in the United States are unaware that they are infected with HIV and he noted that the number of new infections is not decreasing--contrary to the president's stated goals. Clinton promised work on the creation of an outreach campaign addressing the stigma attached to HIV testing and said that he would consider asking Vice President Gore to discuss drug prices with pharmaceutical companies.
