Disease activists often compete with each other in an effort to secure research and treatment funding for their respective causes. Earlier this year, the American Diabetes Association released a report indicating that the U.S. government spends $1.5 billion annually on AIDS, while just $316 million goes to diabetes--despite the fact that diabetes kills three times as many people. Other activists note that aggressive AIDS advocacy groups are largely responsible for the $7.7 billion allocated for AIDS research, treatment, housing, and other support this year. According to National Institutes of Health director Harold Varmus, the institutes base funding decisions on five key factors: public health needs; scientific quality of research; potential for scientific progress; portfolio diversification; and adequate support of infrastructure, such as training and equipment.
