Abstract: Studies have not proven that needle exchange programs actually reduce the spread of HIV, in part because such studies depend on an unreliable population, have no control group, and cannot tease out the different modes of transmission in the subjects, argue John P. Walters and James F.X. O'Gara in an commentary in the Washington Times. Walters, president of the New Citizenship Project, and O'Gara, director of research at the Project, claim that research of the programs has been inconclusive and results have been misrepresented in the news media.
