"Prejudice, Poverty Mark AIDS in Tijuana"

Abstract: In Tijuana, AIDS descrimination abounds and leaves those who have the disease without proper health care. Approximately 174 people have been reported with AIDS in Tijuana, a city of more than 1 million, according to Mexican federal health officials, and some believe that the actual figure could be five times what has been reported. Dr. Jose Luis Lepe, the director of a city AIDS clinic, said that, even though the government has made a new task force on AIDS prevention, reporting, and treatment, the lack of reseources and continuing fear and ignorance make the task force ineffective. Dr. Lepe said, "They don't want to admit AIDS patients in hospitals. They don't want to operate on them. There is rejection and discrimination." The two-year-old clinic was shut down briefly in 1989 by a federal health administrator who believed that the clinic would encourage the spread of HIV. However, his supervisors reopened the facility and dismissed the official following widespread opposition.
