Abstract: The UNICEF publication "Children and AIDS: an Impending Calamity," cites lack of family planning services as a reason for women's poor health and efficacy of condoms for HIV prophylaxis, writes Maggie Black. The guide also discusses the limitations of barrier contraceptives as HIV preventives in countries where AIDS is already a major health problem among women. Changes in sexual behavior are the first priority in such areas, because condoms are expensive and not always available, and their use requires self-discipline. Family planners have had great difficulty changing sexual behaviors in areas where social codes and religious beliefs prevent public debate about contraception. They know that changing behavior tied up with love and sex is nearly impossible. For this reason, a coalition of health, education, and social service providers as well as politicians is needed to openly discuss behavior change that will prevent HIV spread, reduce the birth rate, and promote child survival--the most important message of the UNICEF world summit, Black writes.
