"Many Clinics Out of AIDS Tests Funds"

Abstract: An increase in free HIV tests administered in California health clinics since Magic Johnson's Nov. 7 announcement that he is HIV-positive has strained the budgets at clinics throughout the state. The fiscal year is only halfway over, but several health districts in Los Angeles County and elsewhere have used almost all of their state allocations for providing anonymous tests for HIV. Because of the large influx of heterosexuals being tested, clinics have maintained hope that government officials will folllow through with assurances that expenses will be covered, even though the state has a budget deficit and plans for large spending cuts. Health officials had cut the HIV testing program budget one month before Johnson's announcement, but because it is considered such a significant device in curbing the spread of HIV, the Wilson Administration and state health authorities will find a way to divert funds to pay for the HIV testing programs, even if it means cutting other ones, according to Anna Ramirez of the state office on AIDS.
