"The Effect of Mandatory Premarital HIV Testing on Marriage: The Case of" Illinois

Abstract: Illinois state law began to require premarital HIV testing as a prerequisite for a marriage license in January of 1988, writes Jack McKillip of Southern Illinois University. As a result, the number of marriages in the state declined 14 percent and the number of marriages in border states rose. Marriages appeared to rebound after Illinois repealed the law. Further study revealed the cost of testing was not the cause of defection to Indiana, Wisconsin, and Missouri among couples seeking marriage licenses. Rather, fear of AIDS, or fear of learning one's HIV status, was probably the motivating factor for couples, McKillip writes.
