"Legal Expert on AIDS Fights Fear, Workplace Bias"

Abstract: David I. Schulman, perhaps the nation's first full-time AIDS anti-discrimation lawyer in government, is a self-described AIDS expert who addresses the issue of fear on a daily basis. As the supervising attorney for the AIDS/HIV discrimination unit of the Los Angeles city attorney's office, he investigates discrimination complaints and attempts to enforce a 1985 ordinance that protects people with HIV from mistreatment in housing, education, employment, and medical and dental care. The unit's major role is educational, providing information gained from scientific studies to resolve problems or mediating conflicts when the need arises. Schulman's responsibilities now include advising the city on AIDS workplace and law policy and working with community groups and lawyers' associations on a project that trains volunteer lawyers to provide legal aid services to people with HIV. Schulman helped draft L.A.'s sweeping AIDS policy, which, along with his antidiscrimination unit, is a model for the nation.
