"Drug Abuse Down? Not in Inner City, Experts Say"

Abstract: President Bush's statistics on decreasing drugs use ignore the inner city, where the homeless and poor continue to use drugs, according to drug-treatment experts. Directors of drug treatment centers, politicians, and prosecutors disputed the president's report yesterday, saying inner city drug treatment centers continue to see pregnant addicts, AIDS patients, and dysfunctional families--populations that continue to be associated with drug use. Drug-treatment workers say they continue to deal with the issues of HIV, crack-addicted babies, heavy alcohol use, and HIV-infected drug users. Experts added that the survey missed large parts of society because it only covered households with telephones.
