"Imagine, 7,137,360 Condoms"

Abstract: There are certain educational, environmental, and financial problems with Schools Chancellor Joseph Fernandez's plan to distribute condoms in New York City high schools, writes John P. Hale, a lawyer who frequently does legal work for the New York Archdiocese, in an open letter to Fernandez partially reprinted in the New York Times. If the plan were to distribute two condoms per week to each sexually active child, there would be 713,736 condoms dispensed. Many children would inflate, explode, or attempt to sell their condoms to other classmates. To tide the children over until fall, 7,137,360 condoms would be required for the requisite two per week, a volume of nonbiodegradable rubber products that would have definite environmental impact. If condoms are obtained from the lowest bidder, there may be quality problems. Finally, what about lawsuits spawned by defective condoms, or the money that could have gone to education spent in paying out liability claims? Hale asks for studies delving into the environmental and economic implications of the proposed condom giveaway.
