"A Shake-Up for San Francisco Cops"

Abstract: San Francisco Police Chief Frank Jordan has reassigned responsibility for crowd control from the department's tactical squad to its nine district administrators after admitting an "inappropriate" response by the tactical squad to an October AIDSdemonstration. The reassignment came after weeks of protests from gays, who alleged that demonstrators were brutalized when more than 120 officers, many in riot gear, attempted to end what had been a peaceful demonstration in the city's heavily gay Castro district. Jordan admitted during an investigation into the incident that the situation should have been handled differently, but he did not admit to any of the accusations of brutality that protesters had made against squad members. The Oct. 6 skirmish occurred during a demonstration that was part of a nationwide protest against the federal government's AIDS policies.
