Abstract: Budget and staff reductions, controversies over tests for drugs to combat AIDS, corrupt employees, and the Chilean grape incident have reduced the Federal Drug Administration's (FDA) effectiveness. Earlier in December, Health and Human Services Secretary Louis Sullivan said he and President Bush willcreate an FDA oversight commission. Some members of Congress support increased budget appropriations to help the FDA tackle the bureaucratic confusion that is currently stifling its efficiency. During the 1980s, the Reagan administration significantly decreased FDA budget appropriations as Congress passed 23 public health bills that expanded the FDA's workload. Public criticism, such as interest groups charging that the FDA is keeping lifesaving AIDS drugs from victims, has further increased the pressure under which the FDA operates.
