"The AIDS Research Backlash"

Abstract: The backlash against AIDS is growing as the epidemic enters its second decade and advocates for patients with other diseases say it is taking funds away from diabetes, heart disease, and other illnesses that kill more people. As the debate over equity rises, Congress, medical researchers, and health economists are all asking whether or not AIDS gets more than its fair share. In cities hit hard by the epidemic, the outcome of the debate could mean fewer federal dollars to care for an ever-increasing number of patients. Although opponents ofmassive AIDS funding say diseases that kill more people get fewerdollars, President Reagan's AIDS Commission argued that AIDS is different because it is infectious and epidemic. In addition, quick action can contain it. Many federal health officials feel the percentage of funds spent on AIDS cannot continue to grow unless the entire "budget pie" for biomedical research grows. Most experts feel the only long-term answer is an overhaul of theentire health care system, and likely national health insurance.
