"Prevention and Control of Tuberculosis in Correctional Institutions:" Recommendations, Advisory Committee for Elimination of Tuberculosis

Abstract: HIV infection is among the factors heightening the need for correctional institutions to take precautions against outbreaks of tuberculosis (TB), according to the Advisory Committee for the Elimination of Tuberculosis. The rate of HIV infection in state/federal prisons is an estimated 75 per 100,000, compared to 13 per 100,000 in the general population. In several areas of the country, the high rate of HIV infection has contributed to TB rates in prisons that are several times higher than those of the general population. The committee recommends that each institution designate an official to operate a TB prevention and control program. Surveillance, containment, and assessment should be the goals of the TB program. Institutions should identify and report all TB cases, and begin appropriate therapy. To contain TB outbreaks, prisons need appropriate diagnostic, treatment, prevention, and laboratory services. In assessing programs, officials need to determine whether they are effectively carrying out surveillance and containment plans.
