Abstract: The Reagan administration in late May began sending an eight-page booklet, "Understanding AIDS," to every household in America--107 million in all. The booklet represents a victory for Surgeon General C. Everett Koop over more conservative forces in the administration. The mailing, which will cost $17 million, follows a year of haggling over what it would say and whether it should even be sent. Although experts no longer believe the epidemic will spread widely in the heterosexual population, most experts agreed with Koop, who called the brochure "required reading."
