Abstract: In Japan, legislators have approved a law similar to California's Proposition 102. Beginning in 1989, doctors must report patients testing HIV-positive. The bill also approves an $800 fine for those who refuse to take a test. It also punishes doctors who tell anyone but the governor's office of test results, and bans entry to any foreigner AUthorities believe likely to engage in high-risk activities. In Ireland, the state-run lottery announced a program to provide drug addicts with free works and condoms to reduce their risk of HIV infection. In the Soviet Union, an HIV-positive woman who had sex despite a doctor's orders to refrain received a four-year prison term.
