At the Lambda Legal Defense and Education Fund's "Lambda Law '88 in early December, a panel moderated by Justice Richard C. Failla conducted a year-end review of legal issues affecting the gay community. David Wertheimer of the Gay + Lesbian Anti-Violence Project reported that anti-gay remarks and AIDS references are increasing a part of a growing number of assAUlts on gays. The Reagan administration's attitude that gays and drug addicts brought AIDS upon themselves has put off public officials around the nation, said Joan Gibbs of the Center for Constitutional Rights. She cited New York City, where she said there are only 44 hospital beds set aside for AIDS patients, as an example of government insensitivity. New York has cut its health budget during the epidemic and established an inadequate needle exchange program, she said. Lambda attorney David Barr noted that official inaction has led the gay community to establish its own treatment programs and to prove that people can live with the disease. Barr also cited the positive effect that ACT UP's October demonstration had on the Food and Drug Administration.
