"Cuomo Urged to Issue Order in AIDS Cases"

New York Gov. Mario Cuomo should overrule local opposition to housing for people with AIDS and drug treatment centers by issuing an emergency executive order, says the State Health Department, which has compiled a five-year strategy to fight the AIDS epidemic in New York. Cuomo aides and budget officials are reviewing the plan, which predicts new cases through 1994 and advocates large increases in services. The 120-page report does not include cost estimates. It predicts that New York, which has over 20,000 cases now, will have 90,503 AIDS cases by 1994. The needs the report cites include hospital beds for 4300 patients--up from 1800 now, nursing homes and special residences for 1400-2200 patients, and home care for 15,000 people. To care for patients, the state will need 15,000 new health care workers, or AIDS care technicians, whom the report says would form an "AIDS Corps." The plan also calls for 7000 new drug abuse treatment slots, expanded voluntary HIV screening, anti-discrimination laws, and measures to make it easier to open housing for those with the disease. The New York City AIDS Task Force will soon complete another long-range plan, one that including private and non-profit agencies.
