"Study for Congress Criticizes Slow AIDS Education Effort"

Abstract: Delays in mass mailings and limited broadcasts of public service announcements have marred the Centers for Disease Control's AIDS education program, according to a General Accounting Office report issued yesterday. The report finds the education program's "efforts to focus national attention on AIDS were impaired by the slow implementation of key activities aimed at the public." Rep. Barbara Boxer (D-Calif.), head of the House Budget Committee's AIDS Task Force, says she will send it to President-elect Bush as a "how not to" guide to the implementation of public education programs. The pamphlet "Understanding AIDS," originally set for mailing in October 1987, during AIDS Awareness and Prevention Month," was blocked by the White House Domestic Policy Council and not mailed until June of this year, the report notes. Of the 38 public service announcements prepared for AIDS Awareness and Prevention Month, only one aired in October 1987. The networks finally aired others later in the fall and winter, but generally put them on between 11 p.m. and 7 a.m.
