Abstract: In New York, as well as in other urban areas with many indigent people and illegal immigrants, AIDS is among the problems that are overwhelming hospital emergency rooms. Many patients with minor injuries wait hours, and experts say seriously ill patients waiting to get intensive care units stay in beds moved into the halls, waiting rooms, and treatment areas of emergency rooms. AIDS and crack contribute to a much sicker patient population in New York, where federal estimates say 24 percent of the city's residents live below the poverty level. Emergency room burnout cAUses many staff members to leave already understaffed hospitals, further complicating the problem. Effective care is hindered by a large number of per-diem and over-time staff who are inexperienced in emergency room work. Additional problems are created by the risk of infection among large numbers of vulnerable patients crowded together in waiting areas. The city's municipal hospitals have been harder hit and for a longer period of time than private hospitals.
