Pelosi, the House Democratic leader, voted to pass the bill while chiding the Republican leadership for an "unwieldy" budget bled by tax cuts. She also joined California's senators in opposing provisions backed by anti-abortion legislators and in criticizing a clause that would allow Appropriations Committee members to review the tax records of any American.
The GOP removed the tax return provision in the Senate version of the bill, and the House was to revisit the issue.
Despite the criticisms, Pelosi managed to pack the bill with benefits for The City. It includes nearly $5 million for homeless and HIV/AIDS programs, $1.2 million for crime prevention efforts and more than $123 million for Bay Area transportation projects.
Other highlights of the bill include $20 million for the Presidio Trust, $2.1 million to restore the historic schooner C.A. Thayer, $1 million for park access and trails in the Golden Gate National Recreation Area, and $1 million to upgrade the San Francisco Police Department records system.
Transportation funding secured by Pelosi and the Bay Area delegation includes $10 million for the Third Street Light Rail subway expansion into Chinatown and $5 million for the seismic retrofit of the Golden Gate Bridge.
"These funds will help provide public health services, address the need for affordable housing and homelessness programs, prevent violence in our communities, improve education for our children and job training for displaced workers, upgrade our transportation and public transit infrastructure, and support our magnificent cultural institutions and national parks," Pelosi said.
Sen. Dianne Feinstein praised the spending bill for excluding any funding for new nuclear weapons.
