The Commission's report describes serious lack of access to prevention and care services for Latinos which has resulted in disproportionate HIV/AIDS rates among Spanish-speakers in the region. The Report details efforts by local health providers, community based organizations and Health Departments to respond to this challenging public health reality. The Report also makes recommendations building on local efforts to improve the current situation.
