"These are long-term apartments for independent living. They are not a hospice or health care facility," said Scott Figenshow, executive director of Project New Hope, a Los Angeles-based nonprofit agency.
The $3.4-million project is one of three the agency is building, with the others in San Pedro and Silver Lake, he said.
The one- and two-bedroom units, each with an ocean view, are scheduled to open by September 1998. The Santa Monica project is funded by federal and local agencies, and by private donations.
Rents will be subsidized by the federal Department of Housing and Urban Development, with no one paying more than 30% of their income for housing. The apartments will be open to anyone with HIV or AIDS earning $10,000 a year or less, he said.
A counselor will visit residents to help coordinate social, health care and other activities, he said.
