Guidelines: The HIV/AIDS Experience - The Roles of State Government in Promoting Implementation of Clinical Practice

AIDS & Public Policy Journal 18, no. 1/2 (Spring/Summer 2003) 3-19.
Linda Wenze, Jennie B. Epstein, and Bruce D. Agins

Although clinical practice guidelines have become widely accepted, their implementation remains challenging. This study examines the role of state government in promoting, implementing, and monitoring the use of HIV clinical practice guidelines. Interviews were conducted with representatives from each state. States/territories with large numbers of AIDS cases have developed formal programs for guidelines implementation. Conversely, those states/territories with fewer cases have adopted more personalized approaches. Results from this study are generalized to describe the pivotal role that state governments play in promoting adoption of guidelines in partnership with federal agencies as a part of coordinated implementation strategy.
