Risks of HIV Transmission and the 100 Percent Condom Use Program: A Comparative Study of HIV-Prevention Programs in Thailand and in India

The development of an effective strategy to prevent HIV infection involves drawing on evidence-based methods, learning from the practices of other countries, and adapting the practices to local circumstances within a particular country's socio-cultural and national contexts. In its comprehensive condom use program, the Government of India emphasizes the use of condoms in all commercial and casual sex encounters as one strategy for preventing HIV infection. In Thailand, the 100 percent condom use program significantly reduced new HIV infections during the 1990s. Drawing upon epidemiological data and published literature, this article compares and contrasts the specific situations prevailing in each of two countries--Thailand and India--and highlights important factors that are crucial for implementing the program. The significance of these differences for crafting public policies and for developing HIV intervention programs in India is discussed.
