Prior to the implementation of this program, CDC, under direction of the U.S. Congress, had awarded funds to health departments in several fixed intervention/programmatic categories, including HIV counseling, testing, referral, and partner-notification programs (CTRPN); health education and risk-reduction programs (HERR); public information programs (PI); and program initiatives for HIV prevention in racial and ethnic minority communities (MI). CTRPN was, by far, the largest of these categories, accounting for over two-thirds of the $157,188,492 awarded to state and local health departments for HIV-prevention activities in fiscal year (FY) 1993.
