The success of efforts to formulate comprehensive plans to control and prevent the spread of AIDS will depend upon the resolve of public health officials, legislators, and community leaders to establish and sustain rational discourse. Efforts must be focused on education if a reasoned discussion and exchange of ideas is to be possible. At every level assumptions, goals, and issues must be clearly identified and defined. Only in this way will the foundation for specific policy formulations and programs be secure and defensible. The AIDS & Public Policy Journal is designed to facilitate and encourage this effort.
