[The Access Project]

HIV Care Networks

The New York State Department of Health AIDS Institute has developed 16 HIV Care Networks (consortia) through Title II of the Ryan White Comprehensive AIDS Resource Emergency (C.A.R.E.) Act. The networks, located throughout New York State, are local associations of health care providers, community-based organizations, affected persons, and persons living with HIV/AIDS who have a shared concern for achieving a comprehensive continuum of health and supportive services in a specific geographic area. The mission of the networks is to promote a coordinated community response to improve access to care and supportive services for those infected and affected by HIV/AIDS in their associated region, borough or neighborhood. Responsibilities of the networks include:

  • collaborate with the AIDS Institute to establish common goals and disseminate information to the community
  • promote a continuum of HIV/AIDS care and services through coordination and collaboration with local and regional HIV service providers, people living with HIV/AIDS, local and state representatives, and faith based communities
  • assess service gaps and develop strategies to address these gaps through service coordination
  • define emerging issues and their impact and develop a community response to address these issues
  • increase consumer involvement to enable individuals to share their challenges in living with HIV/AIDS
  • identify gaps in services and effect change at the local, regional, and state level
  • serve as a clearinghouse of regional HIV/AIDS information to promote the coordination of services and respond to community needs

The sixteen networks consist of eight regional networks: Albany, Buffalo, Binghamton, Lower Hudson, Mid-Hudson, Rochester, Syracuse, and Long Island, and eight neighborhood/borough-wide networks: Central Harlem, East Harlem, Bedford-Stuyvesant/Crown Heights, East New York/Brownsville, the Bronx, Staten Island, Queens, and Williamsburg/Greenpoint/Bushwick
