MADAP

The Maryland AIDS Drug Assistance Program (MADAP) helps low to moderate income HIV-positive Maryland residents access drugs to treat HIV. There are no enrollment caps. To qualify for MADAP you must

  • be below 500% poverty line
  • Resident of Maryland
  • Proof of HIV status
  • not eligible for Medicaid or PAC
  • Drugs distributed through pharmacies that accept Maryland Medicaid

MADAP-Plus

helps pay the cost of health insurance premiums for people living with HIV/AIDS who are eligible for MADAP. To qualify for MADAP-Plus you must: be HIV positive meet certain income requirements be responsible for paying 50% or more of your monthly health insurance premiums out of pocket.

MAIAP

The Maryland AIDS Insurance Assistance Program (MAIAP) is a state-funded health insurance premium payment assistance program. Clients must be disabled due to HIV, have income less than 300% of FPL and have assets below $10,000 to qualify.


Primary Adult Care (PAC)

Maryland Primary Adult Care Program (PAC) is run by the state's Medicaid program. PAC helps low-income individuals, age 19 and older, pay for the full range of pharmacy services covered under the Medical Assistance Program. Required income of less than 116% of the Federal Poverty Level, assets of less than $4,000 (or $6,000 for a family), and citizenship requirements. There are no enrollment caps. The PAC program covers

  • basic health services through HealthChoice selected managed care organizations
  • outpatient visits to a counselor or psychiatrist for mental health services
  • Lower-priced or no-cost prescription drugs

You may need to pay a co-pay for some prescriptions and pharmacists can deny prescriptions if you do not pay the required co-pay. Persons who are not eligible for full Medicaid benefits may qualify for coverage of pharmacy benefits through PAC. PAC does not pay for hospital stays, emergency room visits, or specialty care. PAC will cover all of the services that are covered by the Maryland Family Planning Program except sterilization (tubal ligation).

Housing Assistance (HOPWA)

Ask your case manager or healthcare provider about the program if you need housing assistance.Eligibility requires 80% or less of mean income in the residential area. HOPWA services are limited by available funding. Counties receiving HOPWA funds through the Maryland AIDS Administration: Allegany, Caroline, Dorchester, Garrett, Kent, Somerset, St. Mary's, Talbot, Washington, Wicomico, and Worcester.


Patient Assistance Programs

Sometimes you must look for other programs to meet your needs. Don't drop your insurance coverage or COBRA premiums without first seeing if your state will cover part or the whole premium or drug cost co-pays. Apply to get Medicaid or Medicare or private insurance with the help of your case manager. You might also need to try a Patient Assistance Program. The pharmaceutical industry has set up programs that offer medications for free, or sometimes at a very low price. You may have to apply directly to a specific company. Your doctor or another member of your health care team like a case manager will usually help you out to apply, and you may need to apply to more than one company for the treatments you need. If you have HIV and/or chronic hepatitis, we can usually help you.
