Cost analysis for an innovative thematic intervention prevention and control HIV/AIDS.

ISSUE: An annual analysis of the cost involved for activities, capacity building and administration is an effective tool towards cost benefit analysis of projects.

DESCRIPTION: A project to work with Commercial Sex Workers of worship places initiated in 4 Church/Temple Tamilnadu. It was realized that there is a big congregation of CSWs and heavy client traffic in these towns. The project started working with 1000 CSWs, her permanent partners and affiliates. The project is 18 months old. The major interventions are regular medical checkups, STI care, Condom promotion and behavioural change communication.

LESSONS LEARNED: Total expenditure Rs.1,15,63,695.65 for 2001 - 2002. The expenditures are analyzed in %, Quality STI Care (43500 Direct beneficiaries [DB]) 57.44%; Quality Condom Promotion (650000 DB.) 6.04%; Quality Behavioural Change Communication (76500 DB) 8.93%; Staff Salary (26DB) 12.49%; staff capacity building (26DB) 1.40%; Supporters HCPs capacity building (606DB) 3.96%; Administration 9.73%.

RECOMMENDATIONS: Majority of the cost to be spent for interventions which directly benefits the beneficiaries. The next major area is capacity building of people which is community asset creation.
