An advocacy project to reflect the voices of civil society to japanese official assistance on HIV/AIDS.

ISSUES: Comparing with its funding for the facilities of hospitals and laboratories, Japan's support for local AIDS NGOs and PLWHA organizations is small. Also, it takes negative attitude to care/support and treatment.

DESCRIPTION: One of the advocacy works of Africa Japan Forum around TICAD III (the 3rd Tokyo International Conference on African Development), which took place in 2003, we held an advocacy project with some African HIV/AIDS NGOs to urge Japanese gov't the following points: To increase contributions for the Global Fund to Fight AIDS, TB and Malaria (GFATM) To increase funds to care/support and HIV/AIDS treatment. To increase funds and capacity building to local HIV/AIDS NGOs.

LESSONS LEARNED: We found the following 3 points causing the problems of Japanese HIV/AIDS assistance: Lack of capacity to formulate updated policies of HIV/AIDS assistance with enough information of world trends of HIV/AIDS assistance policy Lack of appropriate relationship between gov't, embassies, JICA on HIV/AIDS issues. Lack of human resources who can work for community development.

RECOMMENDATIONS: Japanese gov't has to formulate its policy to support the efforts of developing countries to fight HIV/AIDS comprehensively including care/support and treatment, as well as capacity building of human resources.
