The Female Condom Distribution Programme in Brasilia: Implantation and Perspective.

ISSUES: The growing "feminization" of the Brazilian AIDS epidemic ( in l985 the proportion man X woman was 28/1, today is 1/1) enhances the women extra difficulties to protect themselves considering that male condom use - the best known method available - is a men prerogative. As an alternative way to control STI/AIDS The Brasilia City Public Health Service decides to initiate a female condom distribution Programme in the Metropolitan area of city as an experiment to test acceptability of the product.

DESCRIPTION: The female condom distribuition started in 2000, following the Departament of Health guidelines, which have prioritised four specific population, according to their vulnerability: women living with HIV/AIDS and their contacts; sex workers; female injecting drug users and their contacts; and women being sexually abused . 6 out 94 Public Health Centres Network and 1 NGO-Aids were involved in the female condom distribuition. The goal was 420 women been recruited for the experiment ( 40 women in each health centre and 80 in the NGO ) . For political reasons the programme was paralysed for 6 months an initiated again in July 2001. Since then and up to Setember 30th only 125 women were consistently using the condoms, 25 % of those in the selected Health Centres and 37, 5% in the NGO facilities, revelling a low adherence to the method from the team services and from the customers. RECOMMENDATION: To evaluate the intervention interviewing all women involved in the experiment; to create an information fluxogram; to adopt women empowerment measures in order to reduce their individual, familiar, social and institutional vulnerability ; to improve health promotion activities aiming at to increase the female condom.
