OBJECTIVE: To create and implement a low-cost, user friendly data collection system to track and compile services offered to women at increased risk of HIV infection in over 600 substance abuse and mental health service providers throughout the state of Florida.

PROJECT: Using the public software package, Epi Info, developed by the Centers for Disease Control and Prevention, a simple data collection program was created for collection and analysis of HIV counseling and testing services provided to women. The use of this public software allows the state to distribute the program without incurring any cost, other than the cost of training and support services.The program was written to address the issue of vertical transmission from mother to infant. The current position of the state is to offer all women voluntary, confidential HIV counseling and testing services. In response to the prevention implications of the recommended zidovudine (AZT) regimen for pregnant women, all women are encouraged to know their HIV serostatus; especially women who are pregnant, or who are planning to become pregnant. All licensed substance abuse treatment center or state funded mental health facility providers who identify women who are pregnant and HIV-positive, are required to refer clients to the local Healthy Start Coalition (a statewide prenatal/postpartum case management program), and for AIDS Clinical Trial Group (ACTG) 076 counseling. This data collection system is a surveillance mechanism to monitor the HIV counseling, testing and follow-up activities of services offered to women. This system will act as both a surveillance mechanism and a method for monitoring, tracking and evaluation.

RESULTS: Implementation of the data collection system will provide a mechanism to capture data not currently collected. It also provides a central reporting system for providers using public or private laboratories. Overall, the goal is to insure that high-risk women are being offered important HIV related services.
