Is it high or low risk for someone to get HIV if they receive oral sex and the person performing it has blood in his mouth?
Also, does semen contain greater/higher concentrations of HIV than pre-semen?

To answer the first question, it is definitely high risk if you receive oral sex from someone who is HIV+ and has blood in their mouth. Thus, this situation should definitely be avoided. In regards to the second question, there is probably higher concentrations of HIV in semen than in pre-semen likely due to the fact that semen contains a greater volume in general compared to pre-semen. However, this is my logical guess as I do not know for sure. Nevertheless, using barrier protection would still be recommended to prevent HIV infection from semen and pre-semen.
