I would like to know,can some one with HIV work in the health deptartment, or in the hospital?

Indeed, having HIV is not a work liability as long as one is not exposing others to blood or sexual fluids. Clearly, working in a health department would not do that, and as for working in hospitals, most jobs are out of the realm of potentially exposing someone else to HIV-infected blood. However, there are ethical concerns and guidelines about what to do if one is HIV-positive and works in a profession (e.g. surgeon, intensive care unit nurse) where there is a possibility of such an accident occurring.
