I am a homosexual male. Suppose I contract AIDS or Syphilis or Hepatitis B through Oral Sex (i.e I sucked when I had a sore throat). Suppose that in the following 3 days I was sucked by three other men with the possibility of my precum in their mouth. Is there a chance of me transmitting the disease to them or does it take longer for the germ/virus to make its way from the inflamed throat to the penis ?

It would be very unusual for any viral infection other than a cold to have an incubation period that short. However, you should certainly be evaluated for everything that can be transmitted sexually. Precum can contain viruses and may be infectious, but the incubation period that you specify is probably (but not definitely) too short.
